Cannot permanently flash Mikrotik hAP ac

I have followed OpenWRT installation guide for Mikrotik.
I can successfully boot rb-nor-flash-16M-ac-initramfs-kernel.bin image from network (from another OpenWRT router).
But when I try to flash OpenWRT permanently with rb-nor-flash-16M-ac-squashfs-sysupgrade.bin image, nothing happens. Router reboots with RouterOS again.
Not sure if I need rbcfg, I thought I don't and LUCI would do everything, but I cannot install rbcfg anyway, because I get error about /overlay not available.

root@OpenWrt:~# opkg install rbcfg

 * verify_pkg_installable: Only have 0kb available on filesystem /overlay, pkg rbcfg needs 6

Also, I do not see anything under /proc/mtd
Is it OK?

What am I missing to flash OpenWRT to Mikrotik hAP ac?
OpenWRT from netboot looks ok on this router. Strange though I don't see 802.11ac available, only 802.11n.

Now I only have to learn how to patch and compile OpenWRT...
