Have you noticed there's a Software section in the menu ?
To avoid any confusion:
- "Memory" = RAM
- "Storage" = persistent flash storage
Packages are installed in persistent flash storage. You cannot (normally) install any packages into RAM, nor would you want to because it would be cleared upon any reboot/power cycle operation.
Based on your screenshot, you have just shy of 7MiB available for installing packages.

No, you won't have to install packages every time you reboot. They will be installed/saved to the Flash Chip. You have approximately 7MiB of Flash space available for installing extra packages.
As @lleachii stated, you don't have to re-install each time specifically because it is stored in the persistent flash memory.
And, that is precisely the reason that packages are installed in "Storage" and not "Memory"/RAM.
