Belkin RT3200/Linksys E8450 WiFi AX discussion

EDIT: With @daniel's help I fixed this issue and am leaving the bulk of this post here so others can find the solution, which is: DON'T USE schedutil CPU GOVERNOR SETTING on the Belkin RT3200, because the MT7622, which controls the 2.4Ghz radio, doesn't support it.

Could this be related to my 2.4Ghz radio not initializing? Haven't found much help through searching.

What's frustrating is that on rare occasions, the 2.4Ghz radio WILL initialize during power-up. But 90% of the time it doesn't. (I also haven't ruled out the possibility that I have a bad unit, but why does it work sometimes?)
