I don't see any reason that should be the case.... especially because:

We should double check the physical port assignments on the C7 -- I'm beginning to think that they are not what you think they are (the logical-to-physical mappings may have changed since earlier versions of OpenWrt).
Try connecting your uplink trunk to C7 port 2 and then check the other 3 ports with a computer. If that doesn't work, move it to port 3 and so on.
Alternatively, we could make the wan the uplink port because we know for fact that it is logical port 1.
Your C7 is not using DSA anyway, so this is not necessary. You should stick with the latest and we'll figure this out.
I tried trunking on the WAN (1) port and one of the other LAN ports. No improvement. I have no reason to suspect the logical port numbering is incorrect.
So here's the upgrade history of the two routers. There was at least a month, if not more, between each upgrade. This was all done since the start of the year:
I can't help but think that the problem is with the AC68U. I am getting two routers. I'll put them in the role of the AC68U, and test how they do with the C7.
I wanted to let you enjoy the holidays, but you sir are relentless. My test equipment will arrive while I am on vacation. So I probably won't be working on this before mid-January. And I started having ideas of overhauling/refreshing my setup a bit, which I've had for 10 years or more.
Below are the latest configs. And here's a weird thing. When I put the VLAN trunk on the WAN port, I can't reach the Archer C7 from the AC68U. When using a LAN port - it's reachable. The C7 to AC68U direction doesn't work either way.
I also need to write down what changes I make, because I am getting lost...
The C7 config looks wrong... the ifname syntax and the type bridge have been deprecated for a while. How did these end up here?
In the default config for the C7 that you showed here, things looked correct. The subsequent changes I recommended wouldn't have caused the syntax we see here.
Can you double check the version of OpenWrt on that device?
I downgraded the C7 to OpenWRT 19... Then got side tracked.... The C7 is now back on version 23.
My new router arrived - Belkin RT3200. Flashed OpenWRT 23 on it. Did a quick test on the VLAN trunk with the C7 - vlan ids 1 and 3. Works like a charm.
I am giving up on figuring out the cause for why the AC68U didn't work. Thank you very much for you help @psherman - I truly appreciate it.
