But I am wondering what would be its requirements wrt to storage and memory..

I have installed diyHue on GL-MT300A, which has 128MB of RAM and 580Mhz of processing. Regarding the amount of storage memory, I have not been able to calculate the necessary size, but you need to activate overlayroot on microSD or USB pendrive since the number of dependencies are many.
I have also booted on devices with more than enough memory and ram:
