I wanted to check whether all lists are available from Russia so I tried to replicate your feed selection and it took ~30 seconds to reload (with xtra as 1hosts list selection). Can you post your /etc/config/adblock content (judging by non-standard directories and 0 MB you have made some changes)? Can you reproduce the issue when you reload blocklists?
Restarted adblock and it took only 11 s.

... BTW, openphish and reg_ru lists are not created for DNS blocking software. After processing url parameters will be stripped and you will be left with just domain part. Do you want to block entire domain when only part of it was meant to be blocked by list creators?
Now you need to figure out why it didn't work last time. Will the problem reappear if you reboot the router?
This sometimes happens on booted/rebooted routers (which most doesn't have a battery backed RTC) when the routers date/time update gets delayed (ntpd not yet triggered) during startup of Adblock.
This can happen after booting the router if the clock has not yet been synchronized via ntp.
Adding additional trigger delay?
It's not worth it - IMHO.
But you already have some trigger delay internally, right?
5 seconds by default. Maybe it's a better approach to simply ignoring this timing information after boot, e.g. just print "n/a" after boot.

Most probably your router can't resolve localhost any longer. Change it to a public domain like "www.google.com" as a workaround.
I didn't quite get what I should do here.
One important piece of information is that I am using dnsmasq-full + stubby for DoT and DNSSEC.
That did the trick!
