802.11k Neighbor Report Question

I have a pretty basic question regarding 802.11k Neighbor Reports:

Imaging a household with 3 floors, each floor having an AP.

Should each of the APs have every (so 3 in total, including itself) AP added to the neighbor table or just the ones that "border" with it?

Eg: Should the first floor include the 3rd floor even though they do not "neighbor"? Or Should it just have the 2nd floor and not the 3rd?
