802.11r is "fast roaming" and has nothing to do with the specific method used to uplink the AP to the main network.
As far as ethernet failing over to wifi backhaul... generally this is not advisable. First of all, ethernet is quite reliable, so there shouldn't be a need for this redundancy. Second, you'll instantly create a switching loop (which will bring down your network) if you activate mesh/wds/relayd while also using an ethernet cable.
You could do some fancy scripting to bring up the wireless link when the ethernet goes down, but this seems largely unnecessary and wouldn't be worth the complication.
