i'm new to open wrt , i have a question that is it necessary to restart the captive portal after "wireless i.e radio restart"? if yes then why?
Note:i'm using chaos calmer.

i'm using coova(chilli) portal....by default it is included in the image of chaos calmer

by default there is no need to restart your coovachilli. networking is running before coovachilli start.
What is the problem you got from coovachilli?

--actually i have problem that when my guest is connected to coova portal and consider for some reason i'm restart wireless radio and then after my guest is does not get any ip address until and unless i'm restart the captive portal....so my question is that it is necessary to always restart the captive poratl after wireless i.e radio restart ? if yes then why? or it is bug kind of thing?

if you restart wireless, it means you are try to use /etc/init.d/network restart.
if you use this command, it means your bridge will be resetting interfaces.
so your need to restart coovachilli for detect a bridge interface for sending ip to client.
