Hi i have openwrt installed but can not change my country code

i have two WRT32X one from UK and one from Austria.
"iw reg set DE" showed no effect
also i tried
uci set wireless.radio1.country='DE'
uci set wireless.radio0.country='DE'
uci commit
no change 
wrt32x ac3200 is the correct name for my both routers
for connecting to smart devices i had to add "option wmm '0'" in config/wireless which worked
but i suspect the country code to be the problem.
Two other devices i have do have DE and US Country code inside
Archer C7 v2 models both work with smart devices on 2.4 GHZ
With no encryption also the WRT32X works and i remember to had problems in the past with connecting by wrong country code.
