Can't follow this argument.
Lack of money did not stop developers to write code. Why does it stop them writing documentation to make their code useful?

Lack of money doesn't stop them from writing code, they love it! Its fun!
Documentation? Not so much. Not fun.
The ability to write good code is pretty rare. The ability to write good documentation is also somewhat rare. The combo is very rare.
Be grateful to have the code for free. When you struggle and finally get something working from inadequate documentation, do you document it for others? Sadly and guiltily, I have only done it a couple times.
