How can i download wpad-mesh-openssl.tar ? i cant find this nowhere

the package is available in the openwrt package repository, why would you need the tar ?

If you are looking to make a generic Linux machine connect to an 802.11s mesh then your Linux distro might call it wpa supplicant daemon or similar.
I have the OpenSuse package on my Tumbleweed laptop for example.
It facilitates joining an encrypted 802.11s OpenWrt mesh.
