This suggests a problem with the config of the laptop in general. The config itself looked okay, but something else in that operating system may be responsible for the problem. Are you using the official wireguard app? Have you asked on the wg forums? Have you tried a different Linux distribution like Ubuntu?
I'm using pop_OS so the generic wireguard configuration for debian/ubuntu type systems and integrated into gnome.

It is worth trying with a live usb stick. You don’t have to install onto your normal hdd/sdd, but this will give you a way to verify the wg configuration. I have seen some distributions puke when doing certain network operations like wg tunnels, so it can be very illuminating.

I've discovered many places just block outbound VPN by default versus just using ssh. I'm deciding if all this is still worth the trouble anymore.
If it works from your phone but not the laptop while the two devices are on the same network, seems logical that the problem is the laptop
Wg is really simple to set up - just a few lines in the configuration file. You can even export it from your current laptop’s wg config and import it while running an alternate os like Ubuntu from a usb stick.
yes I agree with that assessment, maybe I'll fire up a VM and see how that goes when I get some free time. For the meanwhile I'll just rely on sshutttle for now.
