When are you allowed to send private messages on the forum?

I read the guidelines and the FAQ but couldn't find anything. Maybe this info should be added somewhere.

As a new user, the software doesn't allow you to send private messages yet, but you will gain that ability as you become active on the forum. In the meantime, you can create a new thread for your question.

Discourse (the forum software) has a set of trust levels which you can read about here (I don't know offhand if this forum uses the default criteria to get from TL 0 > TL 1):
