What linux distro is built on the openwrt container or vm?

can you tell me which linux distro is the best to build on openwrt. i am using debian stretch, but in the latest version is not building Apache anymore. Maybe, the linux distro i am building on is wrong?

Cannot build Apache

I tried to build everything, the only package that is not working is Apache. This is the error.
