It is repeating 30 times at least but the process still the same.
I tried to restart everything and set commands again but everything same. I glanced forum but I don't understand solutions.
The problem is not not the version of OpenWrt, if you cannot load it.
The problem is the U-Boot on the device. It gets no reply to the tftp request.
Are you sure the server is accessible?
Actually I am running under Manjaro Linux terminal those bunch of commands.
I checked linux firewall turn off by the way

You can either change the network config on your PC or do settings in U-Boot, using the variables "ipaddr", "netmask", "serverip", (optional) "gatewayip".
On Linux ip addr show will show the addresses assigned to your network devices. Pay attention to the netmask, if you used the default of /32 that means that 192.168.1.1 is not in the network with 192.168.1.2
Test with a TFTP client on your PC to be sure you can TFTP from your server.

I changed as 192.168.1.2 on network manager wired IPv4 setting of Manjaro Linux manually before all above commands. That's all I do.
Additionally, Does this mean I do not need any preset?
Sorry I am little bit late but solved. I applied network setup carefully and It's done in few second.
