https://openwrt.org/docs/guide-user/services/vpn/openvpn/extras#site-to-site It's almost the same, just use routed mode. Push OpenWrt client-LAN route with increased metric for all VPN-clients.

In addition it may require SNAT rule on OpenWrt if you can't change DVR firewall settings to permit access outside of LAN or set up proper routing on it.
