I am using OpenWrt 21.02.0 on a Teltonika RUT955 router and would like to install mc on it.
Unfortunately the default package repository which comes with the system does not include mc.

Yeah, official openwrt comes with all repositories included.
Will this change the default location for installing OpenWrt packages so that I can install mc?
We wouldn't know about your installed unsupported firmware. The other user suggested you install official OpenWrt firmware so that you could do what you desired from the official repositories.
As stated earlier, it is quite likely that you are using a fork of OpenWrt -- in other words, it is not from the official product.
But that notwithstanding... (and even if it is official OpenWrt)
It should also be noted that the version you are using is also very old, EOL, and unsupported. You should upgrade to 24.10 which is the currently supported official version.
While there is >90% chance old, generic OpenWrt package will load, there will still be 4 years of missing security maintenance even if ?teltonika? kept their OpenWrt 21 fork in a good (security) shape.
I presume I need to run SYSUPGRADE, but can’t figure out how to run it.
In the Teltonika GUI I have I can go to:=
System > Firmware > Update Firmware
then under Flash new firmware image I can select from ‘File’.
Does this mean from this sysupgrade.bin file that I have downloaded locally?
It's not entirely clear what firmware you are using...
If it is from the vendor, follow the instructions here:
If it's official OpenWrt, the sysupgrade image is what you want to use. DO NOT KEEP SETTINGS during the upgrade as you'll likely encounter issues if you do. The device will reset to defaults and you'll connect with ethernet to configure the unit. Feel free to make a backup first, but don't restore that backup to 24.10.

In answer to my own question, where do I find the opkg configuration directory, and can anyone post the contents of this directory provided by the latest release of OpenWrt?
You have to use OpenWrt 21 repositories, for that install that in x86_64 virtual machine and get you museum quality repositories from there. Your device is properly supported by current OpenWrt.

Install 24.10.4 and the repositories will work.

It seems like a lot of work just to install mc.
But I may give it a try if I can do a reset and restore the original Teltonika version of OpenWrt if things break.

When using the WebGui I’m unable to browse for the required files.
In an industrial setting you should be able to test things out on a spare device.
We cannot guess what device it is driving like ser2net controlled chainsaw robot or something. Config is not portable, so you have to back up their configuration and reset it installing OpenWrt. And then type back any configuration you see in their backup file.

Since installation happens from uboot web recovery - it is same place where you install OpenWrt you can install OEM fw too (and restore oem fw config backup on top of it to get where you were yesterday)

Since you're using Teltonika OEM firmware, it's unclear why you're seeking help here.
Just out of curiosity: Why do you need the mc on your router?
I just like to find my way around the filesystem and mc is my preferred tool for that.
