You could always flash the latest snapshot OS together with the package 
That said, you could try a couple of things which may or may not work:
- Install the package manually from https://downloads.openwrt.org/snapshots/packages/mips_24kc/packages/modemmanager_1.22.0-9_mips_24kc.ipk
- Follow the official guide to build it yourself
https://openwrt.org/docs/guide-developer/toolchain/single.package
It may turn out that you need too many packages upgraded and it that case upgrading to snapshot OS is probably the only way to go.

Ah so have those proposed changes already been accepted for newer versions of ModemManager?

Hello. The ZLOCKCELL settings in the modem fail after restoring communication in modemmanager, when the "10-report-down" script works. Can I fix this somehow?
I'm not sure - hopefully someone else here has an idea?
Made a daemon to restart the network and modem. I think it's better than a ping in Watchcat
