My route version is 18.06.1 of UBNT-ERX.
Does the software need to be reinstalled / reconfigure when upgrade to newer use this file ubnt-erx-squashfs-sysupgrade.bin

You'll have to reinstall the packages you installed by yourself. Opkgscript is rather useful here.
Settings will mostly be transferred to the new version. Check if you have some settings in a custom directory that needs to be added in the list of files to preserve.
If you go from 18.06 to 19.07 don't keep the settings, better configure it from scratch manually using a backup from the previous version as a reference.
