You need an USB TTL, to connect to the routers serial header, and a serial term app, like Putty.

Any term app supporting serial communication will do, Putty's free, hence frequently used.
As I don't really think that you've read the device page, be aware that the integrated xDSL modem is not supported and will never be.

You didn't really read the D7b wiki page, did you ?
You configure it for hosting, not ULing.
There's plenty TFTP TP-Link videos on YT.

you need to adapt commands, files and IPs to match your device.
