What do you think about integrating the Tor howto from Tor not working on lede 17.01.4 into the wiki?

Eh, it does not fit in any existing category, but it is kinda like a VPN, although not a VPN so it goes in another category. It's big enough to make sense to have more than one article dedicated to it.
Since VPNs are in docs:guide-user:services:vpn:something-something I'd say we can drop that guide in docs:guide-user:services:tor:start
