As several users have reported, the images aren't actually finished.
In various threads, such as this one or the release thread, several users have written that they've been stuck in the queue for several hours on multiple occasions and received error messages like “Timeout” or “Hash error”...
So users are trying again and again, and the build server doesn't seem to be doing much besides wasting users' time.
