My xiaomi 4a does not have latest wpa3 security just wpa2 is present so upgrade to openwrt will it enable this feature.

WPA3 is rather software feature that mandatory requires 802.11w enabled.
Anyway, WPA3 will be available on the Xiaomi 4A after installation the latest OpenWrt firmware, e.g. OpenWrt 22.03.x
