I've also checked "iw phy phy0 info" at the CPE210v2.0 and compared to a CPE210v1.1 with openwrt-18.06.
It gives the exact same result, despite v2 having the additional lines:

I have a cpe210 v3 and also fail to have wifi working.
I am happy to run tests on it, if it can help.
I have flashed the snapshot factory image, I have flashed the snapshot sysupgrade image. I have recompiled the whole thing locally with luci as well and flashed both factory and sysupgrade.
No wifi in either case (it works well with pharos, so not a HW issue).
No idea how to fix this myself, but happy to help by testing something.

Ok. My cpe210 v3 work with snapshot from ar71xx/generic branch. Without LUCI, packages are apparently outdated. Sorry my English bad.

OpenWrt 19.07-rc1(ar71xx) work fine for me. Ath79 target(19.07-rc1 or snapshots) wifi is on, clients cannot see it.
Did you download it from the link in my post above?
If so you still need to edit /etc/config/wireless and enable it then reboot
The default is to have it disabled on the ath79 branch
