Stable EFI boot PARTUUID for sustainable EFI booting

Problem: it is impossible to implement boot with Linux EFI stub due to lack of stable boot partition PARTUUID.
Unfortunately a lot of bioses doesn't recognize FilePath and require full path to boot partition. Path contains PARTUUID and it breaks boot after upgrade.

As side effect it is impossible to override kernel command line, so devices with ttyS0 like dell wyse3040 and HP t640 a broken after upgrade (see for more Problem with booting on x86 Ryzen with usb console=ttyS0 - #22 by thorazine74)

Solution: add stable boot PARTUUID.

root=/dev/sda1 or whatever?

its not about kernel.
PARTUUID is used to identify boot partition: 00000000-0000-0000-0000-00000075e340 is embedded into EFI boot record.
