Specific mobile phone fails to receive IP address

I have TECNO Spark Go 2022 that is for whatever weird reason simply cannot connect to my 2.4Ghz wifi, here is the log:

It implies no address available which makes no sense since my setup allows for multiple connections:

How can I debug it/find the issue?

Try increasing the limit

This suggestion would make sense if other devices also failed to connect but they dont. Limit isnt the issue.

Normally the same IP gets assigned if you reconnect, but if you have it phone set to protect privacy, it will change the MAC address and then gets assigned a new IP address, but if the other one is still leased then it cant because it ran out if you have such a tight pool of 5. Why not just set it to 100?

Oh, nevermind, I realized what is the issue. That phone was set to generate random MAC so indeed all leases were exhausted. I set it to static and cleaned up dnsmasq state.

That's exactly what @Ramon said...
