I have flashed the firmware back to 19.07.8

...initramfs... is the wrong image for everyday usage.

the initramfs image is for testing, it saves config in RAM only.
You need the "...sysupgrade..." image

Does Ubiquiti EdgeRouter support 21.02 ?

Yes it does. If coming from 19.07.8, you will need to force upgrade and not save settings since the Ethernet is DSA now. This will build a new default DSA configuration which you can then modify to fit your usage (note in the default configuration, the first port "eth0" is the WAN, so plug your PC into one of the other ports to configure on LAN). Trying to keep an old swconfig (non DSA) configuration will make the Ethernet ports inaccessible.

looks like the ToH entry of edgerouter X has not been updated yet regarding 21.02 (while other devices have already been updated). It still lists 19.08 as latest: https://openwrt.org/toh/hwdata/ubiquiti/ubiquiti_edgerouter_x
