I use watchcat with various modems. If ifup works for you to re-establish dropped connections - then this program can probably do the job on its own. If complete modem reset is needed, then watchcat should be used in a script mode and use usbreset to actually reset the modem.

I suggest to install a package called watchcat to monitor the connection and use a custom script to reset your modem in case of failure. Install usbutils and use usbreset (from that package) in your script to reset your modem.

Alternatively enable NAT on the modem and then it will be responsible for reconnects.
