SQM/QoS needs to run on the main router. It does not serve a purpose on a managed switch.

It doesn’t sound like you’re using VLANs, and most isp don’t support VLANs anyway.

You’re probably all set as it is set now, but let’s review the configs you’ve changed.

It already has a managed switch and a way to configure it (DSA). But it sounds like as @psherman said, you don't actually need to change anything with the switch.

In that configuration no, because the switching is offloaded to hardware and the kernel will not see lan-lan traffic at all. lan-ISP traffic is also lan to lan here since there is only one bridge which is part of the modem/router's LAN.

As I said at the outset, it is not possible to shape bandwidth on a switch configuration.
