Slow Internet Bandwidth on Mobile Devices

I need some help in finding out why our smart phones and tablets have such a relatively slow download speed on our network. I am currently running OpenWRT on a Linksys WRT1900AC which I use as router/lan switch. I'm running our wireless off our Linksys WRT32X with OpenWRT running on it as well. our service through our ISP is 200mb. All our lan devices get download speeds around that range and my laptop connecting over wifi gets around 80 to 100mb. However, when I run a speedtest from my smart phone it starts downloading at around 35-40mb but only for a split second then drops to 20mb and stays in that range (which makes me think its getting throttled somehow). I have had this problem here for years and it doesn't matter what router I use for wireless I can't seem to solve it. Any advice I could get on this would be great. Thanks!

Upgrade devices?

I don't have this issue on devices made in the last 2-3 years.
