Shorewall only as QOS with fw3?

I am using OpenWrt 18.06.5 and I need to do QOS on br-lan. Please can I use shorewall only with qos and fw3? If the answer is yes, then how to set config files?
I need to split br-an bitrate between ssh, smb, dns, video, p2p ... with bitrate assigned for IP clients.

Are you just trying to share the bandwidth fairly? If so try cake with per up fairness.

Otherwise I don't know anything about shorewall, sorry.

Thank you for your response! I use FireQOS https://firehol.org/, but it is not supported by OpenWrt but Shorewal yes! I couldn't get the QOS shorewall into action.
