Congestion issues tend to show a dependency of time of day (well indirectly, rather a dependency on people actually using their internet access, and that correlates typically with time of day). However potential RF noise sources also often correlate with usage, so are more likely to trigger during peak usage time. Still if the issue does also occur off peak usage times it is unlikely to be caused by load/overload.

Or it could be maybe they only ran conduit under the cement and ran the bare cable all the way through the dirt.

Who knows, but my guess would be that . . . probably like this across the entire condo, but I don’t think most people care or even know what latency is, so nobody complains.

Yep. Cableco brings in the trunk and installs the taps. Builder connects to res.

Here, we are stuck with Comcast.

That’s an enternity contract. We have one single building in the entire regional area here that cannot be serviced period (and Comcast doesn’t).
