Setting custom time for client for daylight savings

I am trying to set a custom time for a internet connected wall clock client e.g., to avoid manually having to change the time manually during daylight savings.
Ideally so I can manually move the time an hour forward or backwards.

I tried testing for a debian system e.g., , but could not get it to switch to daylight time for timezones.

The custom TZ is usually set on the device, not the time source.

NTP is always transmitted as UTC. In other words an NTP server that sends a time other than UTC would not be standards compliant and I doubt that any existing software has provisions to do that.

It is up to the endpoint device to render local time properly.
