Rules based by MAC addresses . It's possible?

Hi, I need to create a rules on my router based on MAC addresses. Basically I want a given mac address to be accessed only by another. In particular, we are talking about an Android phone that Wan can access exclusively to a device on the Lan Ip Cam network. The software already provides this but as this communication passes through third party servers I would like to prevent other devices from accessing it. Thank you.

All packets from the internet have MAC address of the ISP router.

I would prefer not to create a VPN on the Router. The problem is that this type of IP CAM allows remote access but inevitably the data passes from their server and I don't trust them much. Alternatively, however, I could put it another Vlan exclusive for the IP CAM. In this way the rest of the devices on the primary VLan are not seen by the devices on the CAM specific Vlan.

Well, as an alternative to VPN, you can probably wrap traffic in an SSH or TLS tunnel.
It may be simpler in some ways, however this is not certain as I have never used it myself.
