The one for your router's CPU.That is the much simpler way to install packages. The opkg system will find the proper files for trhe architecture and take care of installing dependencies first.
Of course if you have access to an existing wifi network you can just use it instead of a phone.

Подключил роутер к телефону по WiFi ( на телефон вкл. точку доступа, роутер в режиме клиент) ,но всё равно нет интернета. Может есть подробная пошаговая инструкция как правильно подключить? Что посоветуете? Интернет есть на ПК.

разобрался с подключением роутера к телефону, скачал и у становил обновления и еще доступно 7800 пакетов для утановки. Но установить xl2tpd не получается, там вроде как подходит по архитектуре aarch64_cortex-a53 но по ссылке https://downloads.openwrt.org/snapshots/packages/aarch64_cortex-a53/
выдает ошибку при установке:
Выполнение диспетчера пакетов
Неизвестный пакет 'https://downloads.openwrt.org/snapshots/packages/aarch64_cortex-a53/'.
Ошибки
Собранные ошибки: * opkg_install_cmd: не удается установить пакет https://downloads.openwrt.org/snapshots/packages/aarch64_cortex-a53/.
Команда opkg install завершилась ошибкой с кодом 255.
Как мне все таки установить xl2tpd?

But you can't install xl2tpd, it seems to fit in the architecture aarch64_cortex-a53, but the link https://downloads.openwrt.org/snapshots/packages/aarch64_cortex-a53/
gives an error during installation:

How do I install xl2tpd anyway?
https://openwrt.org/packages/pkgdata/xl2tpd clearly states which arches it's available for, yours is one of them.
https://downloads.openwrt.org/snapshots/packages/aarch64_cortex-a53/ would give that error, since it doesn't contain any package, but it's the wrong arch anyway.
ssh to the router, and do
opkg update
opkg install xl2tpd
since you're using snapshots, and not stable, I would expect it to fail due to the refresh rate of the snapshots.

получилось разобраться как установить все необходимые пакеты через браузер. Появилась настройка для 2ltp с логином и паролем. Всё необходимые данные ввел. Но интернет всё равно не подключается. Что нужно сделать?

When you're using wifi as WAN, don't set it there. Select wan as the network on the wifi page.
The "bridge" box in physical settings must NOT be checked.
Попробую объяснить: когда настраиваю WAN по Protocol: L2TP, у меня пропадает вкладка Physical Setting. Все данные ввожу (логин, пароль, сервер) но интернет не работает.
