Router Linksys E8450 (UBI) disconnect from wan if restarted while being connected to D-Link DIR-2660 A1 acting as a dumb AP

Hi, I am having issue here, My router works fine but fails to activate wan port when restarted while being connected to my dumb AP.
The error I get is " daemon.notice netifd: wan (5373): Command failed: ubus call network.interface notify_proto { "action": 0, "link-up": false, "keep": false, "interface": "wan" } (Permission denied) "
But when I disconncet my dumb AP and restart the main router it works fine and gets IP from wan, And then I can connect my dumb AP , and they both work fine.
But when the IP from ISP is refreshed , my wan port never gets an IP untill I disconnect my dumb AP and restart the router.
Please help....

Forgot to mention in the above post, My Main router is Belkin RT3200/Linksys E8450, and my dumb AP is Dlink DIR-2660, went throgh netifd page https://openwrt.org/docs/techref/netifd , it says to debug netifd "Add the switch -l <level> to /etc/init.d/network"
but I am not clear how..., can anyone guide me through this...?
I really want to debug this....
