RFC7084 requirements

Hello fellow developers,

I'm interested which of the requirements of RFC7084 are fulfilled at the moment. It seems to me that L-13 and L-14 requirements are not met, leading to some problems on my home network with dynamic IPv6 prefixes.

They should both be implemented in odhcpd, we even carry local kernel patches to implement the ICMP failed policies. If something is not working there you should consider opening a bug report.
