(re)install of package overwrites old config files and folders

on 21.02.1 when i install mosquitto on a system where mosquitto was formerly installed the new installation overwrites the /etc/mosquitto folder, deletes the existing content/files and creates a fresh .conf file.
installer should do a check for the existence of the folder/files without overwriting without asking.

Normally that's the case (at least when upgrading packages).

 * resolve_conffiles: Existing conffile /etc/config/luci_statistics is different from the conffile in the new package. The new conffile will be placed at /etc/config/luci_statistics-opkg.
