No, there is no easy way to do push notifications. You could potentially send emails or texts, but that may not be straightforward, especially if it is automated detection based on some criteria like a slow connection (and then you would also need to be able to send the messages and have them received via the slow network).

There isn't an official protocol to send messages to a wifi client, you would need to install some software on each phone.
