Hi Cylac, the best way to know if you are touched by the same routing performance regression without wondering about your ISP, is to use a little trick to do the tests using only local machines: I create a local subnet (I call it a sub-lan) into my actual LAN. (I did it to confirm that the issue was unrelated to my ISP, then I'm still use the same trick)
For example you connect your OpenWrt "WAN" side to your ISP router's LAN (what I call the "actual LAN"). If your actual LAN is 192.168.0.xxx and sub-lan is 192.168.1.xxx, then computers connected as 192.168.1.xxx (located behind your OpenWrt router), can connect to computers on the 192.168.0.xxx side, trough your OpenWrt router.
A little bit more tricky, if you want your actual LAN computers to reach a sub-lan computer, you should add a redirection into your OpenWrt router, and LAN computers should enter the actual LAN address that have been allocated to your OpenWrt "WAN" connection.
Using iperf or any other stuff that creates high traffic between 2 computers is enough to see if your router is able to handle it or not (I personnally use iperf -s
at one side and iperf -c IPADDRESS -P 4 -t 60
on the other side, so that 4 streams are created, and I have 60 seconds to see the graphs on each side - they are supposed to show the same value )
iperf3 works the same way but is also able to handle IPv6 addresses if you want to.
iperf3 also prints the last seconds average bandwidth every seconds so it's easier to read directly.

Hi @dlakelan I freed my old Pi4 board to do the tests on old kernels between [4.19 to 5.4] so that we can identify which kernel made the regression appear. I'll do it soon
You'd need two desktop machines, put one on the WAN side, one on the LAN side, and iperf between them... but this involves removing your device from service as regular router. I'm guessing it's better for someone with a "spare" to do those tests.
EDIT: or see @julienrobin28 suggestion above, basically routing between two lans via VLAN.

ok, so if I understand you correctly, you're recommending I plug my Rpi4 eth1 WAN (USB3 Tp-Link UE300) directly to my Bell router/modem on one of its LAN ports. That way the Bell router/modem will assign a LAN IP to my Rpi4 WAN interface.
After that link is established, I "should" be able to plug a laptop on another LAN port on the Bell router/modem and be able to run a iperf test between my Rpi4 and my laptop?
on the laptop on the Bell router/modem:
iperf3 -c <192.168.2.xx assigned to WAN eth on Rpi4> -P 4 -t 60
on the Rpi4: iperf3 -s

You have this device, so you could just add a vlan tagged for a "test lan" and leave your connections the same, then create an untagged port and put your test machine there.
To expand on this:
suppose eth1.2 is your tagged vlan to the HH3K... then create a "testlan" interface using eth1.3 and make the port where your Pi is plugged also tagged for vlan 3 and then set say port 2 on the switch as untagged for vlan 3... then you plug your iperf server into port 2 on the switch... allow forwarding between lan and testlan away you go

Then, the test can be done between a computer connected on the Bell LAN, and another computer connected on the Pi 4 (OpenWRT)'s LAN (@dlakelan in this case, in fact I'm not using VLAN)
From computers connected on Pi 4 (OpenWrt) Lan (192.168.10.x in your example), trying to reach 192.168.2.x will go trough your Pi 4 router, as if 192.168.2.xx was on the Internet (from the Pi 4 point of view, 192.168.2.xx addresses are on the WAN)

When using the RPi4 itself as the endpoint it adds additional CPU requirements to the RPi4 compared to routing. If you can have iperf3 running on two different machines so that the RPi4 is pure routing, it's the best test.
I would gladly like to try this method at some point.. I'm just worried I'll muck up my current setup somehow.. took me forever to get my damn vlan tagging working properly in the past.

yeah my second test I was using 2 separate laptops. 1 was Windows 10 (on Bell LAN) and the other a Debian server (on Rpi4 LAN).

one last thing to check, is the bandwidth between the same machines when they are on the same network (no Pi4 between them). This way you will be sure that the RPi4 is responsible of the bandwidth diminution
What I don't understand is if your two Ethernet interfaces are both plugged to the TP-link switch? or LAN is in the switch and USB external is in the ISP equipment direct?
If the second one, then I think your current test scenario is fine.

When I ran the tests I unplugged the Rpi4 from the smart switch and plugged it in directly in one of the Bell HH3000's LAN ports and set my eth1 interface on my Rpi4 to DHCP client instead of pppoe.

As a point of comparison to compare our scenarios, my topology for test:
Normally, my WAN adapter (USB NIC, seen as eth1 into OpenWrt) is connected directly to the fiber adapter of my ISP but it can also be connected to another LAN (which is what I do when I want to test an OpenWrt version max bandwidth with local computers, and without disconnecting the rest of the family). In both case, eth1 simply is a DHCP client.
In the example of the picture, during the current test, 192.168.28.xxx is the LAN of my ISP router (SFR NB6VAC).
On the LAN of the Pi4, 192.168.1.173 is the only single connected computer (on 192.168.28.xxx there are plenty of others!)

I'm not sure if Windows 10 can be causing iperf3 performance issues
I think if you created a new "testlan" interface as eth1.3 and made port 1 tagged for vlan 3 and made port 5 untagged for vlan 3 (with pvid 3) then you could attach a test device to port 5. It would get connected to "testlan" and then would route between testlan and real lan which would allow you to test the routing without adjusting your cables.

You then create a new interface on the RPi4 and make it a DHCP SERVER just like your "real" LAN but using a different network numbering like 192.168.3.0/24 for example. Then a laptop or other device you plug to port 5 will connect to the RPi4 "testlan" and route between the testlan and the real lan.
It's essentially like a "guest network"
