Does PBR only work with the WAN Device or does PBR also work with the WWAN Device if I have turned off the WAN Device?
Yeah it works with any active network interface that has a gateway, including WWAN. It doesn't depend on the primary WAN device being active

You might have to set your wwan in the pbr config under procd_wan_interface
