Packet filter slow to react?

I want to block users off from access ports 22 80 443.

1. Add new traffic rule Drop from any zone to this devicee 22 80 443
2. Add new traffic rule Accept from any zone MAC address of my computer

Both rules are moved to the top of the list.

When I test from other computers the connection has timed out but the address bar in the browser shows 192.168.1.1/cgi-bin/luci

This would suggest to me some packets initially made it through the firewall before the packet filter triggers the Drop rule?

Any ideas how to prevent any initial packets making it through the firewall before the packet filter triggers?

Have you tried clearing your browsers history/cache? I've noticed the same before and that usually removes /cgi-bin/luci.
