Opkg_download: Failed to download after adguard install

after installing AGH opkg got failed, something with dns resolver? i guess, router can ping 1.1.1.1 but failed to ping msn.com and failed to opkg update command like

Failed to send request: Operation not permitted

pc, phone, other devices all fine, where should i start? 23.05.0-rc1
