This means either WPA2PSK/ CCMP only, no 802.11w xor
WPA3SAE (with 802.11w) only and no 802.11r.
The only compromise here is setting up different vAPs/ SSIDs, one WPA2-only, one WPA3-only (either simply bridged together or with different policies).
Again, the bug here is not with OpenWrt (commercial OEM firmwares are facing the same issues), but with the clients - those would need fixing.
