Since we can't do aggressive geo blocking or walling behind login. I can only think of CAPTCHA/JS challenge or integrating Cloudflare bot management (or AWS WAF bot control). Anyways, hope someone comes up with a better solution.
https://github.com/TecharoHQ/anubis might be an option to slow down these bots. I noticed a few websites that started using it recently. I think the most recent one I saw was the Linux kernel mailing list archive (or perhaps it was their git web interface).
