There was an mvebu bug in even 22.03.x that was causing the switch to act as a hub and the LEDs to act as you're describing, but the problem causing it was thought to be fixed in 5.15 kernel (i.e. with 23.05.x). People were using the master snapshots with 5.15 kernel since at least January to work around this problem (see the following thread for a discussion over the last seven months) so I can't explain why you would still be having this problem in 23.05 release candidates. Maybe your specific configuration presents a further instance of that bug?
