Good day. Where can I download the config.seed file for 18_06_8 to build the extended memory firmware?

You can try the one from OpenWrt 18.06.4 as there shouldn't be much difference:

> diff *-config.seed
44c44
< CONFIG_VERSION_REPO="http://downloads.openwrt.org/releases/18.06.2"
