Is it posible to copy any partition from NOR flash with uboot ?

That would depend on devices features and uboot configuration. For instance on most kirkwood devices uboot has support for USB so you can copy partition data from a flash to an image file on USB. If your device doesn't have USB that won't be available. And in some cases your device may have USB, but support for USB was not included in uboot.

I think my board doesnot support usb. Let's assume that there is a ART partition at uboot with the number 5

How can I copy the ART partition to my pc with TFTP or someting?

Again doing this from U-Boot is going to depend on what features were chosen when U-Boot was created for the device. Posting the device name might be helpful in receiving a response.
