No traffic in AP mode on Rasberry Pi4

I tried both LTE and Raspberry as a DHCP server, and currently I'm attempting to use LTE.
But even with static IPs on WiFi clients it doesn't seem to work

Firewall service has been disabled as per https://openwrt.org/docs/guide-user/network/wifi/dumbap#configuration_via_luci

• To save resources on the wireless AP router, disable unneeded services. Navigate to System → Startup. Disable the services labeled firewall, dnsmasq and odhcpd. (Perhaps ironically, click Enable to toggle.) Note even though these services are now disabled, after you flash a new image to the device they will be re-enabled. For a more permanent fix see Disable Daemons Persistently.

I'm very close to having you start over with your pi.

You are not on the latest build you are on "23.05.0". Who knows what the bootloader on the Pi is and it is easier to start over than run through and try to fix things.

I'll walk you through it after you read this over to get an idea how we will do it.
